Rule of thumb I think in general is to sniff them - if they smell good they may have magically kept some of their virtue and be worth infusing. Otherwise, I'd compost them.

Glass jars are good. I keep mine in a dark place as well, and cool is better than warm in my experience.

I use dried Motherwort to make tinctures - you just don't put as much in the medium as you would with fresh. And the medicinal uses are the same. You could make infusions of it as well.
