How do I make honeysuckle tincture?

I have a whole back fence that has been taken over by honeysuckle, and I recently learned that honeysuckle tinctures can help with red, irritated, inflamed skin and infection. I am very susceptible to mild skin infections, especially when I get mosquito bites (The little buggers ALWAYS wind up getting infected...probably because I can't stop scratching!). I am very interested in making this tincture, but I can't find a recipe! I don't know how to make tinctures at all...I only recently became interested in herbalism, so I am very much new to this.

The basic formula for a fresh plant/flower tincture is a 1:1 ratio. For every ounce of herb you use 1 ounce of 50proof vodka.
- place flowers in a canning jar, cover with vodka, mix to get all the air bubbles out, store in a dark place for 6 weeks, then strain.

for a 'simple' you can fill the jar 2/3 full with flowers and fill the jar with vodka and continue as above.
